Colleagues, ABET will review up to ten graduation files from each degree program to make sure that we are making appropriate course substitutions in our degree plans and that we are insuring that Engineering transfer courses are equivalent in content and quality to our courses. My understanding from the workshops that I have attended is that the ABET reviewers will be much more concerned about substitution and transfer courses than they were when EC 2000 was first implemented. Also, the reviewers expect a uniform College procedure for substitution and transfer courses. As we prepare for ABET re-accreditation, we need to formalize the processes for course substitution and Engineering transfer course evaluation. I have attached two forms that the College will start using immediately one for course substitution and the other for Engineering transfer course evaluation. Please use these forms in place of existing forms, e-mail messages or memos. To help you in Verification of Course Equivalency on the Engineering Transfer Course Evaluation form, I have copied the College of Engineering statement on Transfer Course Work from the 2006-2008 UTEP Catalog. A student may transfer a maximum of 66 semester hours, limited to lower-division courses, from two-year junior or community colleges. A maximum of 100 semester hours of courses is transferable from accredited U.S. colleges and universities. Transfer credit for engineering courses is restricted to ABET-accredited curricula or is awarded on the basis of departmental recommendation. Transfer students may be required to take competency exams and/or take specified courses that the department feels they must have in order to establish the quality of their degree. Credit for upper division engineering courses will be given only on the basis of departmental recommendation. The academic records of all transfer students are reviewed by the College of Engineering to determine eligibility for admission into an engineering program. International students must meet the additional requirement of an overall minimum GPA of 3.0 in mathematics, chemistry, physics, and engineering for all institutions attended. All transfer credit that is to be applied toward undergraduate engineering degree requirements must be approved by the Dean of Engineering. Transfer credit evaluation should be completed when the student transfers to the College or before completion of the lower-division requirements.
